The construction of these silos (for housing missiles capable of carrying
or actually mated with nuclear warheads?) is, on the face of it, very much
in tandem with China's current vigorous drive to vastly expand its global
footprints, as captured in its, say, highly ambitious OBOR project.

In this specific context, one may also like to recall that Mao's celebrated
public mocking of nuclear weapons as mere "paper tigers" had in no way
deterred China under Mao to quietly and determinedly go ahead with its
programme to become a nuclear weapons power itself.

<<There isn’t an obvious option for the US or anyone else. China has stated
that it will not join the NEW START (Strategic Arms Reduction Treaty). Fu
Cong, Director-General of the Department of Arms Control of the Chinese
Foreign Ministry, recently said that the US and Russia have almost 20 times
more nuclear warheads than China, and that “It is unrealistic to expect
China to join the two countries in a negotiation aimed at nuclear arms
reduction.”>>
