You may be able to publish scores based on the 1960 Graduale Romanum. I
have not found any copyright renewal for it in the U.S., so I believe
that its copyright lapsed after the initial period, and it is now in the
public domain. (This is the case for all books published before 1964,
if their copyright was not renewed.)
The book is also freely available on the Internet in PDF form from the
Church Music Association of America and the CMAA sells reprint copies.
Incidentally, Solesmes has also granted permission for CMAA to
distribute the 1990 Gregorian Missal in PDF form on the net, which was
quite generous of them, as that book is still under copyright.
