Scribus should still be supported using the appropriate files from the contrib folder. Since I don't use Scribus myself, I've not tested this, but early on in the preparation of 3.0.0 we did have some developers looking at this based on some feedback from early adopters. IIRC, in the end the release was made backwards compatible enough that the Scribus configuration files needed no modification.
