This feature will not be included in 3.0.0. As Élie has indicated, this does require a fair bit of work which because GregorioTeX process a line from left to right. In order to adjust the vertical spacing, it would have to know the contents of the line (and thus how much vertical spacing is needed) before it has processed the line. There are some options that might allow this to be changed (see https://github.com/gregorio-project/gregorio/issues/59), but as of yet, no one has done any work to make this feasible.
