Coloring of the staff lines is done on a score basis, normally. I think it might be possible to hack something that can change it between lines within a score, but I haven't tried it to know for sure if it is possible (the trick would be similar to the one I've posted before for turning the automatic custos on and off within a score).
It is definitely impossible to change the line color in the middle of line in a single score because the lines are drawn all the way across the page at the same time at the beginning of each line.
