Packages and Pandoc are required for building the Mac OS installer;
they are not required to use the installer or to install from source. Are you trying to build a new installer because the current one doesn't work with El Capitain? If that's what you're trying to do, then you need a full build environment just as if you were installing from source. Follow the instructions on the website for setting that up (http://gregorio-project.github.io/installation-mac.html). That means installing MacPorts and a bunch of packages (including autotools) which will allow the building of the software (and which were never part of OSX). The installer is meant for those who can't (or don't want) to build from source. If you do need need to rebuild the installer, my advice is to first make sure you can build and install from source. Once you can do that, you can start looking at the necessary steps for building the installer.

However, I haven't installed El Capitain yet myself, so I hadn't checked the installer against it, but I just started to download it and should have a VM with it setup by the end of the weekend (assuming my Internet connection doesn't decide to go flaky, as it is sometimes wont to do). Once that's done, I'll look at getting the installation processes up to speed and making the necessary adjustments to the installer. Thanks for pointing out this bug.
