Sure.

But expecting them to do anything 'smart' has been a huge undertaking.  Some 
providers (e.g.: Bellsouth/ATT) have been trying for 2+ years to fix their 
unnecessary aggregate leaks with no success. 

I'm not sure how to convince smaller folks to do the right thing if the big 
people can't sort it out. (even with the right hooks).
