-11 has just been uploaded.

I believe it address all comments received so far: during WGLC and some private 
comments afterward.

There have been significant editorial changes introduced, with a main goal to 
put the focus on the Graceful BGP session shutdown itself, and reduce/remove 
side text. In particular:
- section 5 "Beyond EBGP graceful shutdown" has moved to Appendix C.
- section 4 "Practices to avoid packet losses", which served as a longer 
introduction, has been removed or partly moved when applicable.
