As a reminder from the presentation at IETF 118, it's the desire for the 
authors to iterate in short order to:
- Ask for adoption and WG review of the counter code points because we believe 
they're worth standardizing.
- Get code points assigned after a short period of review.
- Ship code and RFC!

Note for the archives: I am unaware of any IPR applicable to this draft.
