From an operational point of view, asking for static routing policy to be applied on the other-network side sounds inadvisable for two reasons:

1. it puts the "your-network" operator in a position that they no longer have direct control of their inbound traffic routing policy, which means that if they have a sudden need to change this, they're now subject to the availability of someone on other-network to either update or delete your inbound routing policy. This won't work in any non-trivial network, which is the type of network that we're discussing here.

2. at a much more fundamental level, the only thing that this suggestion does is kick the can down the alley because other-network's policy toolbox isn't going to be any different to your-network's toolbox. I.e. I'd question whether this is solving anything in any real sense.

Are route-maps on the receiving peer (more than publishing BGP), a flexible and open-ended suggestion which might fit all the bills.

MM: Good idea. How about a simple statement added to the Alternatives to AS Path Prepending section:

“Coordinate with neighboring ASes that can apply inbound policies (e.g., route-maps) to achieve routing preferences without requiring AS path prepending.”
