This is a substantial change of direction, which I think will require a substantial degree of justification.
In regard to TCP-AO, there was a sentence in -04, which said nothing about requiring TCP-AO, which is missing from -05:
However, it is notoriously difficult to configure the [TCP-AO] keys used to protect BGP sessions.
Operationally, this sentence is accurate and reasonable. Can I suggest that the authors put this back into the text, so that there is an explicit acknowledgement of the operational reality of non-automated key management?
