The second Working Group Last Call (WGLC) for this
document was completed on 06 Sep 2005 with no comment.
This second WGLC was issued for review of section 8 (IANA
Considerations). The change there was to create
registries for the values of <Value> and <R> defined in
Section 4 (Figure 2).
Finally, I'll note that this document had been reviewed
(and approved) by the IESG, and this revision adds only
those items described in the previous paragraph.
