Run the Growl uninstaller that is on the disk image. Once done, check  
~/Library/PreferencePanes and /Library/PreferencePanes to see if they  
live there. If not, go ahead and reinstall. I know you tried uninstall/ 
reinstall earlier, but maybe some remnant was left over.
