A *workaround* I've found since originally posting the issue is as follows:
1. Navigate to the Growl preference pane (should be in /Library/ PreferencePanes/) 2. Show the contents of the pref pane. 3. Nose around for Growl Menu.app 4. Create an alias on the desktop for Growl Menu.app 5. Start up System Preferences, select Accounts or Users (as appropriate). 6. Navigate to the list of startup items and add Growl Menu using the shortcut created above. Cheesy, but it works around the issue.
