Growl doesn't do this; GrowlMail does.

We have not yet found a way to obtain the message body without downloading 
embedded images. We have a ticket for this issue, which you're welcome to star:

The workaround is to set GrowlMail to always use summary mode. When GrowlMail 
uses summary mode, it does not attempt to obtain any of the messages' contents.
