Another possibility is that you're using an application like TextWrangler that uses the Growl Carbon API. Dropbox will only install if you don't already have it. The two applications I know of that do install unconditionally (Adobe CS5 installer and an HP printer driver installer*) would overwrite your existing Growl, not install a second one. The Google+Growl plug-in, which you downloaded and installed separately, uses our installer framework. I haven't tested it myself, but I know its author, and on those grounds, I rather doubt it abuses our installer framework the same way Dropbox does.
