when you did your clean install of growl 1.3, did you also wipe the preferences 
and app support files, yes?

if so, have any apps turned up in growl preferences application list since? 
that way we know at least they've registered.

may sound dumb, but make sure growl is running and hasn't crashed or something?
check console.app for any messages from growl…

does the preview button on the displays tab of growl settings work for you?
