/etc/services provides a port number to service name mapping.  It doesn't
start any services for you.  You need to start the GridFTP server.  I
recommend looking at
http://www.globus.org/toolkit/docs/4.0/admin/docbook/quickstart.html for
an example of how to start a GridFTP server.
