Right. You need the openssl-devel-0.9.8.g package. You can use yum or rpm to install it.

You didn't answer the question about the -devel package, though.  What
does this return?
$ rpm -qa | grep openssl

Other than that, you can send /home/globus/SRC/gt4.2.0-all-source-
installer/source-trees-thr/gsi/openssl/source/config.log
