No, when you managed to get an upload slot you are not allowed to change your mind again. This doesn't break the specs, and avoids PARQ abuse. The specs say that it is allowed to change its mind while it is queued. As soon as you get your upload slot you are not queued anymore and as such you may no longer change what you are requesting.
The reason for this is to avoid a client to reuse it's id over and over again for a different file. This way it could remain at an upload slot and get all the files it wants. While others would have to wait.
Or do I, as a client, have to wait the whole time again when my servent crashes or is otherwise down for a short time?
If your client crashes and you re-request the same file with the same ID you will get your upload slot again. PARQ remembers your last position.
