Most Linux distros can display Chinese very well. What looks wrong with that screen shot is most likely caused by not having a Chinese TTF font with good coverage installed, for example, AR PL SungtiL GB (gbsn00lp.ttf). If those fonts are installed, fonts.conf may not be right.
