... Most people who are interested in 3.0 seem to be
wanting to remove a 2.x dependency in existing applications.  I
haven't heard of anyone clamoring for the new APIs in 3.0, because to
my (albeit limited) knowledge, there isn't much new capability.
Let me be the first "clamoring" then...
With GTK# 3.0 we will finally get the 2.x improvements we never got because GTK# 2.0 was kept stuck at 2.12 APIs. Most notably GtkEntry additions [1], a GtkInfobar widget [2] and a GtkSpinner widget [3]. For 3.0 my interest goes to the new style contexts (primary toolbar, inline toolbars, joined buttons, etc.) symbolic icons and new widgets like GtkSwitch.
