Yeah I was kind of thinking the same while editing... I do think it is good to have some kind of info or readme file in the top of the darcs repo though. Maybe individual packages should also have README files explaining deps/requirements, etc? But this is also something that can be polished later IMHO. Right cabal users would not see it currently, and they would just see missing dev libs from cabal if not installed I guess.
