If you want to use VLC that's cool. Flumotion is also possible, but use what you know. I'm coming (need to book tix!), will be available for help, but am taking the year off from the perspective of responsibility ;) >From what I have heard and understand, video streaming (1) does not have a lot of resources allocated to it, and (2) is not very important to the target audience (gnome devs) relative to having good video archives. In some ways, good archives and live streaming work at cross-purposes. I have the feeling that the current GUADEC organizers have adopted a "hopeful" approach to video archives. I could be wrong. But I think that if video archives are desired (yes!) then the local guadec team should organize the equipment now. Cameras, and ideally computers at the cameras running dvgrab. DV tape is also acceptable. There are personnel issues to getting the videos transcoded and uploaded; someone needs to become responsible for this (organizing that for the N rooms, someone is responsible for uploading transcoded videos).
