I'm the outsider, and all things about the server of gnu.org I known are
from this Ludovic's toot:

In toot, Ludovic also wonder why gnu.org performs so poorly even hosting
static files. He guess that it might be due to the technical debt of gnu.org

Hosting a mirror of manual doesn't express or implied that Guile is
diverging from GNU. In a sense, The manual hosted on Codeberg Pages is
just like one of many GNU documentation mirrors [1] deployed by
different organizations.
