They won't use Anubis for reasons described here [1]. In short, JavaScript and proof-of-work schemes similar to those used in cryptocurrencies (fancy term for scams). I have tried a few times to suggest metarefresh challenges which do not require JavaScript, and which work well for sourceware.org [2]. But never heard any response on that. Therefore, I think it is safe to assume it won't be resolved in the foreseeable future, sadly.
