(This is a follow-up of discussions at [4].)

Hello Guix community.  The Guix program and Guix website is translated
to many languages, some partial and some fully, and there also are
incomplete translations of our very many package synopses, descriptions
and manual, cookbook (although translation and review work is dearly
needed still).  Initially this had been started by dedicated translators
at the Translation Project [1] and then we moved to Fedora’s Weblate
instance [2] where we got more manpower (good!), although on the other
hand many are not familiar with ambiguous Guix-specific terms like what
a substitute server is.

Back in GCD 002 “Migrating repositories, issues, and patches to
Codeberg”, [3] the possibility was mentioned that we “may eventually
consider migrating translation work from Fedora’s Weblate to Codeberg’s,
as a way to make it more discoverable and better integrated.”  For
further motivation, Chinese translator RivuletCedar [4] reported that
Codeberg is easier to access.  In my hopes, Codeberg’s demographic might
have more familiarity with Nix, Lix and now Guix.

Now Ekaitz, Gabor, Ludovic discussed if this needed to involve community
in a GCD with ≥1-month discussion period and decision.  I believe this
mere announcement and guix-devel discussion is more suitable, since none
of the other teams’ members is a current Weblate translator
(disregarding translation bug fixes by Ricardo Wurmus and follow-up to
patches, and news entry translations that are not done at Weblate).

We should consult and announce, but a GCD might fail quorum like GCD
004.

The not finalized not fully discussed implementation plan that is still
up for discussion:

* Weblate currently pushes translations to an intermediate translations
  repository kept by Julien Lepiller (roptat) at framagit, [5] which we
  currently each month manually sync with the main repo guix.git after
  making sure it compiles without error and unreliably checking
  translated descriptions have no markup errors. He would move the repo
  from framagit to the guix organization at Codeberg, which means that
  if someone has cloned this intermediate guix-translations repo, they
  would need to update .git/config to point to the new URL.
  Normal Fedora Weblate usage is unaffected.

* Julien proposed to not delete the guix at Fedora Weblate, but just
  lock it at first, to notify translators of Fedora who translated for
  Guix: “We'll need to figure out how we can notify our translators. What
  is possible is locking out all guix components for some time before
  removing. I think there is a way to display a message on the project
  or component page. We could let people know this way.”

* Somebody (pelzflorian) writes an etc/news.scm entry in a pull-request
  to notify those who use `guix pull` that translations move from
  translate.fedoraproject.org to Weblate at Codeberg. (What URL is that,
  actually?)

* Somebody (Julien?) would open the Weblate at Codeberg.

* Somebody (Julien?) change the link in the doc/contributing.texi,
  doc/guix-cookbook.texi, doc/guix.texi from translate.fedoraproject.org
  to the new Weblate at Codeberg.

* Somebody (pelzflorian?) changes the guix.gnu.org website contributing
  page in artwork.git from translate.fedoraproject.org to the new
  Weblate at Codeberg.

* pelzflorian imports most of the Fedora Weblate Guix glossaries into
  Weblate at Codeberg from a local copy.

* We push the etc/news.scm pull-request.  Hopefully I can push to
  guix.git again by then.

Is that plan good and complete?  Even if not a GCD, everyone can
disapprove and we will change the plan.
