Creating an Elixir team

Hi Guix,

I'm starting a new Elixir team, see 
https://codeberg.org/guix/guix/pulls/3192 . It should hopefully be low 
effort, in case anyone is interested in participating feel free to add 
yourselves or let me know your details below so that I can add you to my PR.

The team's scope for now will cover all Elixir packages and the 
mix-build-system, the PR adds a manifest inspired by the Emacs team's 
one to do mass upgrades and builds. I did not include the Hex.pm 
importer for now as it is shared with Erlang packages and I would not 
like to increase too much the scope, at least initially. Also I don't 
know how to manage team branches yet, and Elixir packages are not a lot 
for now, so I think we can live without for the coming months. Let me 
know if you disagree or have any suggestion.

Pierre, Igor, I see you contributed a lot to the Elixir ecosystem, if 
you are interested to be added to the team let me know!
