I'm no textualist, so since the proposal's author's intent's been
publicly stated, I don't mind the motivation section anymore,
thus the GCD 1 amendment can wait.

FWIW, in my limited English knowledge, _proposal_ means
either a professional document (e.g. a GCD, in its entirety),
or a marriage one d-;
