Mapusa Sept 23: The voters in Poinguinim constituency may perhaps be voting for the last time on October 13, the day when the bye-elections are scheduled to be held, as the constituency may cease to exist if the Delimitation Commission accepts the draft working paper disregarding the suggestions made by the Congress party.
The Canacona taluka which presently has two constituencies Canacona and Poinguinim � will have just one constituency, Canacona with a voter base of 39,988. Many parts of Poinguinim, the other constituency in the taluka, have been added to Canacona and the Cola saza has been proposed to be added to Quepem constituency, in view of its nearness to that constituency in the draft working paper.
The Bharatiya Janata Party representatives on the Delimitation Commission, Mr Rajendra Arlekar and Mr Digambar Kamat, have in their newer proposal before the commission on September 15 have not suggested any changes to the earlier proposal with regards to Canacona constituency.
In their earlier proposal, they had suggested that Cola saza which is a part of the existing Canacona constituency be added to the Quepem constituency. The Cola saza has 5,009 voters, and was part of the existing Canacona constituency congruous with the Quepem taluka.
As per the draft paper, all areas � Gaondongrem saza, Cotigao saza, Poinguinim saza and Loliem saza � falling under Poinguinim constituency will be added to Canacona constituency, which will also have Agonda saza, Canacona Shristhal saza and Canacona municipal area.
The Congress party in its submission before the Delimitation Commission has stated the constituencies in Canacona taluka be delimited in such a way that the names of the existing constituencies � Poinguinim and Canacona shall be retained.
The existing Canacona constituency has a voter base of 24,710 as per the 2001 population census, including the Cola saza which has 5,009 voters, while the Poinguinim constituency has a voter base of 19,287. The voter base of the new Canacona constituency will be as follows: Gaondongrem (4,839), Cotigao (3,075), Agonda (3,592), Canacona Shristhal (4,208), Poinguinim (6,463), Loliem (4,910) and Canacona municipal area (11,901).
