When four years ago on 24.10.2004 Mr Manohar
Gopalkrishna Parrikar and his Bharatiya Janata Party
MLAs usurped the apple-cart of CM Mr Francisco
Sardinha's government (while in Kangaroo country---
Australia) which had the support of his BJP MLA's the
veteran Curtorim MLA was dumbfounded. He accused not
Parrikar but his trusted friend and Margao MLA
Digamber Kamat of betrayal --for not providing him an
inkling of what was in store.
Thus while Dr Wilfred De Souza's Government collapsed
while in UK Sardinhas collapsed while in Australia
(both Commonwealth countries) . Both were blamed for
permitting the "back door" entry of BJP in Goa after
the self acclaimed leaders of the erstwhile
Maharashtrawadi Gomantak Party dismembered their own
"LION" . But both Dr Wilfred De Souza (now with
National Congress Party and ally of the INC) and Mr
Francisco Sardinha (both "Cristao Bamonn" ("ubo" and
"advo") blame Indian National Congress Party President
Madame Sonia Gandhi's trusted "Man Friday in Goa" also
her "blue eyed man and present Goa Pradesh Congress
Committee President Luisinho Faleiro (a non Bamonn)
for the humiliation he meted out to them Dr and
Sardinha ) which resulted in their hobnobbing with
the BJP. (yes - self interests considerations weighed
over party interests though)
This "slap of revolt" Mr Sardinha discovered later
was far more disastrous then being sidelined by Mr
Luisinho Faleiro of his Indian National Congress the
then CM since June 2000 which led to his severing ties
with INC and forming his own political front.
Recently all NCP and INC members were campaigning as
"brothers and sisters in arms" at Poinguinim.
Mr Parrikar therefore in October 2000 carved out a
technically legal combination without going to the
polls, but later went to the polls in June 2002 and
from then on he has inched his way to clobber a
majority in the Government the verdict of which (Mr
Isidore Fernandes victory) was declared on 16th
October,2004.
Goans however distinguish between the Party and the
Individual --- they say yes to "Mr Parrikars rule" no
"to BJP Hindu nationalism" --- Goa is indeed a
cauldron of COMMUNAL TOLERANCE (Harmony?) therefore
the vote is for Mr Parrikar Bab's DEVELOPMENT and
STABILITY ----
And "yes -- they all make money --what is politcs all
about? --- Is it not filling party coffers & theirs
too?
There is no difference ---be it the Indian National
Congress or the Bharatiya Janata Party or a newly
constituted "the Timbuctooo Party" one takes money
"under covers" others like Mr Bangara Laximan (ex-BJP
President )open style in the Tehelka expose.
But they admit with Parrikar Bab's Government it is
different ---there is also Development and Stability
-----unlike INC MLA's who filled their own coffers and
de-stablised successive governments since 1990 until
24.10.2000 only to increase the "stakes while dividing
the loaves and fish among THEMSELVES"
And how did Parrikar survive? and continues to do so
even with the BJP led National Democratic alliance OUT
in May 2004 and a new INC led coalition government at
the Centre?
Is it his IIT qualifications? No? to deal with the
Treasury of the Government where there is no
ACCOUNTABILITY one does not an IIT qualifications.
Or take the case of late Mr Dayanand (Bhausaheb)
Bandodkar ( studied upto matric?) and with just four
Ministers did (development) what Mr Parrikar is doing
in the 21st century.
The answer is that Mr Parrikar has
a) the interest of Goa and Goans at heart.
b) "dug skeletons form the cupboards of some senior
INC MLAs now on the Opposition benches" ---
interestingly the ghost of skeletons frighten NOT Mr
Parrikar but some of the INC MLA's in the Opposition
and this contributes to Parrikars survival.
Four years in office Mr Parrikar and his youthful MLAs
have taken Goa in strides. There is
a):Kamadhenu Yojana scheme for rural employment and
self sufficiency in milk
b) Chief Minister's Rozgar Yojana -- scheme for self
employment
c) Deendayal Swayam Rojgar Yojanato generate self
employment for small entrepreneurs
d)Pre-Employment Scheme to train youth for government
service
e)Dayanand Social Security Scheme -- a pension
/welfare measure for senior citizens, disabled ,
widows single women
f)Cyberage scheme -to promote computer literacy
g)The Goa scholars Scheme for academically bright
students
h) Interest free loans scheme -- to assist youth for
higher studies
Then there is infrastructure development --plugging
loopholes and enhancement in the revenue --wiping out
the scourge of Baina etc all these have made Mr
Parrikar's Government win the hearts of many --- But
Mr Parrikar is also weary of the old adage --- "kam
zalo voiz melo" once the job is done or the patient is
cured we forget the doctor"
He is easily accessible and moves around freely. He is
extraordinarily dynamic he is here there everywhere
whether a fire a "dharna" etc -- he meets people
directly he is frank and fearless and has a friendly
disposition. Criticism not only hurts but retards
development and this causes annoyance...
There is therefore room to believe that Mr Parrikar's
government also ensures that these goodies are an
exchange for "votes for his Government in the ballot
box" and that is what governance is all about >
And why did the INC not think of such measures aske
the masses --or when the 20 point programme of late Ms
Indira Gandhi was announced why was this not
faithfully implemented--- a
case in point is the Chimbel slums and site near the
Verna Industrial Estate where the economic status of
allotees of twenty point programme plots is under a
cloud.
Then take the case of development -- what Goa has seen
in the last four years is what they have not in 17
years of Maharastrawadi Gomantak Party or 19 years
rule (since 1980) of Indian National Congress rule ---
and if this development is only in the urban areas
then look at Canacona the state of art Bus Terminus or
the Khorjuem bridge the completion of Colvale Bridge
(which promises to change the destinies of the people
of fishing hamlet Morjim (beach) or under developed
Pernem --- then there is the works in progress of
over 27 bridges to ensure easy communications.
Well these and more could have come as Mr Parrikar
admitted at a recent bye-election rally at Maxem --if
only he had a MAJORITY --- and majority he has now got
of BJP --- and now Parrikar is emboldened to continue
until May June 2007 (end of this 5 year term from 2002
to 2007) "Watch me now" he admitted after the recent
party victory ..
The message is loud and clear from the masses in Goa
let Mr Parrikar complete his term --- development
should not suffer--- the ruling opposition can point
out to genuine issues -- for example if the schemes
are biasedly operated --- if constituencies of the
opposition are given a step motherly treatment ( but
the common argument is that Opposition MLAs themselves
prefer to take up the schemes for their constituents
for they fear that they then vote for the ruling
party)
They must come with facts the people say mere "press
notes- allegations does not suffice--- have they
raised it in the Goa Leislative Assembly? the ruling
MLAs allege (no doubt Parrikar answers on behalf of
all his Ministers like a school Headmaster -- but then
it shows he has the blanket sanction of his MLAs or he
is is full command of the team)
The message however from the voters (that this writer
contacted telephonically in pockets of all
constituencies ) to Mr Parrikar on his successful four
years---
a) make the schemes more TRANPERENT there are
allegations of gross misuse
b) ensure a proper and fair share to all the
constituents in the 40 Assembly constitutencies
c) it is not enough to move with the people it is
necessary to "carry thier views ideas and them too
along -- the fear of "USE and DISCARD" is uppermost in
many voters who still support Mr Parrikar.
d) infrastructure yes -- but ensure QUALITY and go the
villages also
e) transport is woefully miserable
f) police need to excel in crime detection rate and
crimes against women and children
g) upgradation of technical education needs to be
expedited
h) e-governance is still way behind
i) a need for a more responsive administration and an
accountable executive
j) too many litigations in Courts (Goa Government
accounts for 75 % of cases in trial courts and High
Court) or public grievances landing on your table is
not a healthy sign needs to be avoided.
k) also loopholes in land reforms are necessary to
wipe out long drawn litigation at the Collectorates
Now that the Government has its OWN (BJP) majority the
road is clear for until term end 2007 .
In conclusion ask any voter in Goa and he will admit
Mr Parrikar is truly an able Chief Minister but in a
wrong party (BJP)he has the vision of Goa's first CM
Bausaheb Bandodkar, and will be remembered for the
years to come.
