Law makers in Goa are engaged in a battle of wits.  

The Constitution of India, Rules of Procedure of the
House,are being read, re-read interpreted,
mis-interpreted to suit each side and suddenly the man
  on the street has become a "Legal and Constitutional
expert". 

The only difference none have the courage to pen their
opinions in black and white, but only on the happening
of an event each day beginning from  27/01/2005 when
the Tsunami wave courtesy--- sacked CM Mr Manohar
Parrikar struck his then cabinet colleague Minister
for Town & Country Planning Mr Atanasio Babush
Monserrate and in a "tit for tat "-- a Tsunami of a
higher altitude  struck the beleagured Parrikar,
followed by the test of strenght on the floor of the
Goa Legislative Assembly on 2/2/2005 and the follow up
in the Supreme Court and the floor of the Assembly
lawn tennis style.

But for the INC  --it came as a thunderbolt -- the
"darkness" ( money bags empty) in their lives --since
the "long eclipse " from 24/10/2000 to 2/2/2005 the
period the BJP led coalition ruled Goa was almost
nearing to an end and their lights were illuminated.

But hardly had the present incumbent Mr Pratapsing
Raoji Rane been sworn in at the near midnight stroke
(reminiscent of 1947 Independence Day ) to "rid Goa or
dictatorship and Hitler Raj" as stated by Mr Rane, the
INC veteran law makers, began their power struggle for
the "loaves and fishes of office".  

The first salvo was fired by Pernem MLA the ebullient
Mr Jeetendra Rauraje Deshprabhu and rightly so for he
was the sole "one man opponent" who held the numerous
Press conferences and released the maximum Press-notes
to bring down the Parrikar government -- but was left
in the cold.   

The reason was obvious come the new --Delimitation of
Constituencies ---and the landlord of Pernem would
find his constituency reserved for the SC.

But the High Command of the INC would not take it down
lying -- guardian angel --Ms Margaret Alva --    --All
 India Congress Committee observer and a veteran
politician from Mangalore in Karnataka --looking after
the Goa desk had to fly down to Goa to administer a
"tranquiliser to the inebriated (with power)shameless
- INC MLAs " to conceal their aspirations i.e the
Ministerial portfolios atleast until they one the Vote
of Confidence.

With the figure now 17 : 17 and the INC actually 16
with 1 as Speaker, it needs to avoid poaching by BJP
led front side -- for if the tranquiliser administered
to them  fades then they may soon hob nob with Mr
Parrikar Bab.

Incidentally  Mr Rane is the coolest person who must
be laughing his guts out discreetly   at his INC
colleagues -- for despite their opposition to him for
he and wife held Chairman (Kala Academy) and
Chairperson (Bal Bhavan ) during the Parrikar regime
found that the CMs crown  fell on his near bald pate.

No doubt Mr Rane is a mature politician and a good
administrator but --- extremely slow in an information
era even Mr Parrikar will have some consolation with
Rane at the helmn of affairs because he too does not
indulge in hanky panky and is a clean politician but
hated by the Margao Saraswats - who are yet to find
their community member in the government. (Mr Digamber
Kamat is tipped for this place)

So here is how the "fishes and loaves" are being
distributed by veteran politician CM Pratapsing Raoji
Rane.

With this scenario it is clear that only Taluka of
SANGUEM  have remained unrepresented in the present
Government.

But with all this --- will the INC members reconcile 
to the posts of Chairmanship if more lucrative offers
come their way is a big question.

Mr Rane has unfortunately been playing the same game
when he made then Benaulim MLA Mr Churchill Alemao and
present MP Mormugao Parliamentary Constituency ---
have patience - wait and watch -- for a Minister ship
with the sports portfolio in the early 1990 and that
saw the INC down fall and the Musical chairs began in
Goa.

Incidentally it may be noted that the main reason for
the "musical chairs" in Goa is the trouble caused by
the elected representatives of the Velhas Conquistas
which were under the Portuguese rule for 451 years
1510 to 1961 mainly from North Goa Bardez (6 seats)
Tiswadi (3seats) and from South Goa Mormugao (3 seats)
and Salcete (8 seats) . These are cash rich
constituencies fueled by petro dollars . These are the
economically prosperous constituencies the densily
populated constituencies and high developed
constituencies.

Since every one here tries to "tap" or "extract a
pound of flesh" from  the huge wealth of the NRIs even
the Banks register the highest deposits over 450
crores in this area, corruption is at the highest peak
--  the argument is simple once money is there why not
jump into politics and once in politics be it VP ZP
Municipality Assembly Lok Sabha or Rajya Sabha every
aspirant believes ----- why not me ---- and that is
the reason why instability is at its peak in Goa --
who cares for High Command or Observers they see the
money flowing and they too take their "fill" and go.

Contrary to this scenario the BJP MLAs were mostly
from the Novas Conquistas under Portuguese rule from
1763 to 1961 and their only source of economy is
mining or ecology and the greatest sufferers hence
their politicians need to alleviate the problems of
their voters or pack off their bags. Besides BJP had
hardly three to four hardcore RSS members in their
cadres the rest were disgruntled elements of INC like
Digmaber Kamat and most of them born 1960 and
thereafter.

Hence Goa which has contributed the largest case laws
on the formation and disruption or bringing down of
Governments even with the anti defection law in force
has baffled the rest of the Country.
