Why not just go with the easy solutions?

Simple: good disguise, a can of opaque spray-on acrylic(that way they
need to replace it instead of just cleaning it off).  One person can
quickly disable all of the cameras in an area.  Perhaps even using a
model helicopter so that even the disguise is not needed.

Cheap: electronics sensor and an over-powered laser pointer
(apparently some of the lasers used in clubs today will damage or
destroy a CCD sensor, and if you make the CCD smaller and cheaper, it
only becomes more vulnerable)

Expensive: optical camouflage

And all of this is assuming you only have today's technology to defeat
TL10 surveillance


Also:
How cheap is surveillance if half of the cameras are stolen or
vandalized by punk kids every night?
Arrest them for graffiti a few times and they will quickly find a way
to bypass/disable/destroy the cameras.
No kid want's 'the feds' to watch while he makes out with his
girlfriend any more than they want their parents to know about it.

And some kids will do it just for fun.
