Depends entirely on the particular polity involved.  Most places don't
much care what moves from one point to another on the planet.  there
will be security checkpoints for passengers, to make sure they're not
carrying weapons onto the vehicle.  Cargo will get scanned for bombs
and the like.  Beyond that, not a whole lot.  If there's more than one
government on the planet, it might (or might not) be more complicated.
