When we look at what is happening now on the Earth we see a few things. The pirates are so poor that they don't care if they loose because winning is so very good.
The rich ships are passing through the pirate areas. The pirates are not disabling from the outside but boarding and capturing from the inside. The rich ships have no armed warriors on board and often have very small crews. The rich war ships are in the area and are looking for the pirates but can't see them very easily. They also much catch them in the act. You can't just attack any ship that looks like it is a pirate. Once the ships are captured the pirates keep the ships for ransom along with the crews. Mostly the pirates treat the crews well.
