Somewhat -- certainly, some tech assumptions are more friendly to pirates than others -- but even under very pirate-friendly assumptions, pirate ships are going to have a fairly low capture rate and/or a fairly high rate of being destroyed (in general, any tech assumptions that make it easy for pirates to evade warships also make it easy for merchants to evade pirates, plus it's not _that_ hard to create a trap target that will kill pirates who try to attack it).
