Fire Fighting: fire is one of the most dangerous threats to a habitat as
described by you. As such a structure is three-dimensional, cramped and
confusing, a standing fire-brigade will not have a chance to be at
location in time in case of an emergency - the professionals can only
provide the backing of ordinary people already being there. So I would
suggest that every resident is forced to attend a fire fighting training
on a regular basis, and that there are frequent fire drills - something
that is not very popular amongst the people because the precautions
against a real fire are strict and therefore it is quite seldom that
this kind of knowledge is really needed.

Another thread to such a habitat is "Structural Instability", short
"SI", what is a paraphrase for "hull breach". In a structure that homes
100 million sophonts most rooms should not be a direct neighbour to
vacuum, but on the other hand, any structure a thousand years old will
have its weak spots. So I would suggest that you design a special
service that takes care of "SI" cases.

Again, the residents should be trained for the case of a hull breach,
but different from the case of a fire it is not that easy for a
bystander to do anything else than run.

Police I think is not different from that in other large metropolitan
areas; perhaps they have one or the other new crime to look after, some
conditions may be different from that on a planet's surface, but those
are minor and should have gone routine after a thousand years now.

Pest Control may be much, much more important in Junction than it have
been at any time on Earth - and the definition of "Pest" may be
different as well.
