Do a tight grouping of fire dept. (including structural) who also
respond to transport accidents, then "Medical" who deal with medical
emergencies.  Slight separation for Security (cops,
"animal-control/counter-spys).  A bit farther separation for
Ecological Control (Prevents spread of diseases, micro-fauna, and
vermin).

Fires are easily controlled.  Seal the area, vent to vacuum.  Haz-Mat
is MUCH more difficult.

That's just "safety drills".
