No. This is an issue with being focused on the start menu while trying
to change the voices. If you cannot change the voices while focused
elsewhere, then it's probably hot keys conflicting.

tone etc. with the control alt arrow keys the up and down arrows will
not work. the left and right arrow keys do voice.
there is no anouncement of changes either until i open the start menu
then close it. then i can make changes. if i tab away and back to the
start menu the same thing happens until i open the start menu again.
it does this with neo speech, dectalk express, eliquence 6 and
decaccess32.
