You may be on to something. It often happens to me when I am reading a lot of e-mail and I am quickly expanding conversations and arrowing down to the first message in the thread. Using Outlook 2003 here. Also happens on the web some but IE 7 and Window-Eyes haven't always played well together even in 6.1. To be fair, I have had similar issues with IE 7 using Jaws.
