Hello,
I have experience this also. It seems to be that the page is loaded, but
external objects such as banners and advertisements are still trying to connect
and load. My Yahoo! is notorious for this. Sometimes the weather or another
module will take a long time before loading or timing out. Then Window-Eyes
will give the page summary and allow navigation on the page.
