Peter,
Alt-semicolon and alt-comma aren't used int he spell check dialog. They
are used in the document window to move between spelling/grammar errors.
But again, if you reload the factory Office 2007 sets, the spell check
dialog will work as it should. There are no problems if you reload the
factory sets. If you don't have the correct sets, all bets are off.
