Hello. If you are using Windows Vista you can do what you want to do by setting the parent controls for the child's account. If you do this you will need to password protect all administrator accounts on the machine. The only problem with this is it will not shut the machine down however it will log the child off at the set time and not allow them to log back into the machine.
