That's correct. Your friends, preferences, notifications, and other data
remain the same; only the interface to interact with Facebook changes.

Facebook is a monstrously large site, so it's not surprising that
the main site is acting up on dialup. There are fortunately two
smaller versions available: http://lite.facebook.com and
http://m.facebook.com. The former is geared to PC users who just
want the basics while the latter caters specifically to folks
accessing the site from a mobile phone. Both are completely
accessible, so it's up to you which one best meets your needs.
