When switching from the old Eloquence to the new, you can first switch to
DecTalk then to the new Eloquence, then all voices should be there.

Subject: Re: Solution to Eloquence Voices Not Found

Shannon, Marvin, I've addressed this problem in one of my list postings. This
is a problem that is frequent when using SAPI Eloquence and switching to the
built-in Eloquence. All you have to do is select Eloquence in the synthesizer
list box. Press enter. A dialog should be displayed but it won't speak. Don't
worry about it, press enter anyway. Then reboot Window-Eyes and your Eloquence
voices should be working.

Shawn
