Regarding help balloons, press intert key and whileholding that down, press
the numpad plus key twice. That'll focus you onto the balloon.
If needed, then use the numpad mouse left or right click to access.

Oh, I almost forgot. I have 2 other suggestions. One is about help
balloons, it would be nice if there was a hotkey that you could use to click on
a help balloon. For example, I sometimes get this message that Eset Nod32 wants
my attention and I'm not quite sure about what it wants. So if I could click on
the help balloon, then I'd know.
Also, sometimes in IE, I get this sound effect, and when I do, I have to
press F4 to see what it means, and then I find a message like "This page wants
to run the following add-on: Windows Media Player" for example. It would save
me time if WE automatically read those messages. BTW this is XP SP 3 I'm using.
