You need to arrow down the left pane of the tree view to devices and then
right arrow to open it. Select synthesizers and then tab or shift+tab
between the presented panes. You should be able to go from there.

Now where in it do you change the voice like if you would like the
dec-talk access 32 for window eyes or another one.
