Aloha to all, I am also experiencing this problem.
When I started this email, my read to end was working. However, after highlighting and cutting the email from hotmail, then pasting it onto a new wordpad document then going to beginning of page and using read to end and using esc then read to end several times then opening a file then highlighting text and copy then tabbing back to the email in wordpad and pasting bingo! Now read to end is not working. Good luck with solving this bug. Ending explorer.exe and restarting explorer.exe would restore read to end for me in in we7.2, but this fix does no longer work for me with WE7.5: however, it might work for you, which is faster than rebooting the computer. By the way, rebooting window eyes does not restore read to end for me.
