I am just thinking out loud like some processor need more priority at that
stage and memory are allocated to them as it swap from virtual memory from
ram and so on.
I am a system/network administrator so I kind of test all these on my own in
such instant.
Like my old laptop running 32bit as compared to my workstation at work, all
running the similar programs but the 64bit got occasionally stop while
copying data from the USB drives. It need to  capture the info from one
area, pass it to the motherboard and then to the ram before passing it back
to the other counterpart.
So I would suggest, to duplicate or to see if the problem still persist,
close as much program as you can, and then do the thing from there.

Older version of programs have lesser codes to process as compared to newer
ones, so ram and processing power is unavoidable to have in order to handle
it. This is windows computering environment as well.

How much ram did you got on that system?
It happen to me on some system with only 2gb of ram with of course some
access programs running.
