My guess is that there are thousands of programmers working on the Windows code and they are constantly changing the way Windows handles things. The screen reader companies probably no sooner produce code to handle Windows changes that they then have to produce more and more code to take care of something else that has changed. Maybe we have reached the point where screen reader companies can no longer keep ahead of Microsoft or even stay current with them.
